We are building a multi-site platform that orchestrates telecom services for mobile operators across various regions, with additional network nodes in other areas. As our Database Administrator & Bulk Data Management Engineer, you will be responsible for every database that supports this platform, from core BSS/OSS/NOC modules to the PostgreSQL stores behind our applications.

The Role

You will also oversee the network control layer, maintaining interfaces to vendor-managed databases within HSS, OCS, PCRF, and SMSC nodes. Your focus will be on ensuring the reliability and completeness of mediation pipelines that integrate network data into necessary systems, governed by clear data-handling policies.

This position encompasses three key areas: hands-on database engineering (installation, tuning, backup/restore, high availability), bulk data management (large-scale loads, migrations, exports, purges), and data governance (designing and enforcing retention, archival, and compliance policies). You will be a senior individual contributor and the primary expert for all database-related topics across the entire BSS and NOC stack.

Responsibilities

• Develop an end-to-end backup, restoration, and disaster-recovery framework for all BSS and network-layer PostgreSQL clusters.
• Create a performance optimization roadmap focusing on index strategies, query tuning, table partitioning, and vacuuming schedules for high-throughput subscription and charging data.
• Build bulk data pipelines for large-scale imports, exports, migrations, and timed purges of subscriber CDRs and event records.
• Establish data handling, retention, and archival policies compliant with GDPR, operator SLAs, and internal requirements.
• Design database monitoring dashboards (Prometheus + Grafana exporters) with alerts for replication lag, lock contention, query performance, and disk saturation.
• Prepare installation and upgrade playbooks for new PostgreSQL instances as the platform expands into additional markets or modules.
• Develop a cross-platform data integration layer between BSS mediation and network-element databases (HSS, OCS, PCRF, SMSC, PGW).
• Conduct schema reviews and provide data-architecture advisory for BSS and Workflow engineering teams.
• Implement a data access control framework: roles, privileges, row-level security, and audit logging across all database tiers.
• Create runbooks and a knowledge base covering all database operational procedures, disaster recovery playbooks, and incident response steps.

Requirements

Must Have

• Strong hands-on PostgreSQL administration skills: installation, configuration, replication (logical/streaming), upgrades, and vacuum tuning.
• Proven experience with backup and restore: pg_dump, pg_basebackup, WAL archiving, point-in-time recovery, and disaster recovery testing.
• Proficiency in query performance analysis: EXPLAIN/ANALYZE, index design (B-Tree, partial, composite), and schema-level optimization.
• Experience with bulk data operations: large COPY/INSERT loads, logical replication for live migrations, and automated purge/archival pipelines.
• Knowledge of data governance: designing and documenting retention, archival, masking, and access-control policies.
• Scripting skills in Python or Bash for automating backup jobs, health-check scripts, and bulk-load utilities.
• Familiarity with containerized database deployments (Docker/Kubernetes).
• Monitoring experience: setting up Prometheus postgres_exporter and building Grafana dashboards for database KPIs.
• High-availability patterns knowledge: replication failover, connection pooling (PgBouncer/Pgpool), read-replica routing.
• Ability to work independently across multiple concurrent projects in a distributed, async-first team.
• Experience with multi-datacenter replication and active-passive failover between geographically distributed clusters.

Strong Advantage

• Experience with telecom BSS/OSS platforms (billing, subscription management, or mediation systems).
• Familiarity with network-element databases: HSS (HLR), OCS, PCRF, SMSC, or PGW data models.
• Data compliance experience (GDPR subscriber data, CDR retention regulations in EU jurisdictions).

Nice to Have

• Exposure to mediation layer data formats (ASN.1, IPDR, Diameter AVPs).
• Experience with BI or reporting extracts from operational BSS databases.
